Sodium Carbonate and Sodium Bicarbonate REACH consortium
The manufacturers of Sodium carbonate and bicarbonate have joined efforts for their REACH compliance activities and have launched the Soda Ash REACH consortium.
Consortium description
To prepare a consistent REACH registration dossier, the secretariat of the Soda Ash REACH consortium will be handled by ReachCentrum.

The Soda Ash REACH consortium is preparing a
Chemical Safety Report for Sodium Carbonate, covering a broad list of uses through various Exposure Scenarios. Downstream users of sodium carbonate are encouraged to verify if their product category, process category and environmental release category of their uses are included in the
document Sodium Carbonate Uses. If not, please inform your supplier. It is also recommended to check if the proposed risk reduction measures are appropriate. Downstream users which have additional specific information about operational conditions or risk reduction measures can contact their supplier. In this way the information can be included in the Chemical Safety Report and the extended
Safety Data Sheet.
The Sodium Bicarbonate is not a classified substance. Therefore, no Chemical Safety Assessment and no Exposure Scenarios are needed, as described in the document Sodium Bicarbonate Uses.
Membership
The Soda Ash REACH consortium structure includes a Steering Committee, a Technical Committee and the consortium secretariat managed by ReachCentrum. The Soda Ash consortium is open to manufacturers/ importers/ only representatives as defined in the REACH Regulation of the substance on its own, in preparations or in articles and that are subject to the registration requirements pursuant to the REACH Regulation, or Affiliates thereof. Membership is open to any applicant fulfilling the membership criteria. Downstream users and other data holders are invited to play an active role in the work of the consortium.
Disodium Carbonate and Sodium Hydrogen Carbonate SIEF Agreement and Cost Estimate for LoA
The following text concerns separately but in the same way, two substances : Disodium Carbonate also called sodium carbonate (EC 207-838-8) and Sodium Hydrogen Carbonate also called sodium bicarbonate (EC 205-633-8).
To join the
2010 Joint Registration for this substance you will need to agree to the terms of the SIEF Agreement for the substance and declare the number of companies you wish to include in the registration by
May, 21st 2010. The terms of the agreement have been established by a team of legal experts in Reachcentrum and CEFIC, and they are fixed and not negotiable.
Only one SIEF Agreement Disodium Carbonate and only one SIEF Agreement Sodium Hydrogen Carbonate (and later on one LoA) is needed per company (whatever the number of affiliates).
Based on the responses received from SIEF Members the SIEF Leadership Team will calculate the cost of a Letter of Access per company according to the cost share principles detailed in Annex 3 of the SIEF agreement. You will be notified of this cost latest by June 30th, 2010 and invited to commit to purchase latest by July 31st, 2010.

The consortium members span over a large spectrum of the European chemicals industry and include members from ESAPA - the European Soda Ash Producers Association. The companies have already completed a data gap analysis. Almost all data needed is available and is currently being assessed.
